To practically undertake a safe production before the New Year and Spring Festival , to propel a safe production further, to effectively prevent and reduce all kinds of accidents, and to keep a constant safe production ,according to the requirements from "Notice about conducting a large scale inspection on safe production in winter"(Zou Anfa [2011] No. 50) the, and combining with the reality, on December28 ,Wang Yong, Yang Shuyun and Wang Yifan, inspection team member in Production Operation Department, organized a full range of inspective activities for security risks hazard hidden in production.

    Referring to the program of safe production inspection and actual situation of each department, the inspection team went on-site for spot check inside company's departments and workshops rigorously and majority-oriented. The main inspection items include:

    Fire equipments: make sure fire hydrants and fire extinguishers are in good condition. The operating room, the corridor of emergency lighting, signage, evacuation routes, and safety exits comply with relevant standards.

    Safe use of electricity: electrical equipment connect to neutral with grounding protection; ensure intact protection of the cable insulation; electric heating of "little sun" and welding should be used safely; it is not allowed to put sundries in the interior of the violative parts inside a swithboard.

    Safe management of pressure vessels: the use, maintenance and safe management of the pressure vessels and pines applied in ammonia systems, steam systems, synthesis system of choline chloride should be took care; make sure all safety valves, pressure gauges and level gauge installed inside pressure vessels function well as usual.

    Safety management of hazardous chemicals: make a record of the condition of the storage, use and management of hazardous chemicals like ammonia, phosphoric acid, trimethylamine, ethylene oxide, hydrochloric acid.

    Safe Management of important and safe spots: ensure liquid Library, power distribution room, the beginning operation of fermenting in tanks, synthesis of choline chloride, warehouses and other important places are in no risk.

   Hazardous situation of traffic safety on the roads in plant area.

    Safety education and training: the company three-graded education, training, examination situation.

     While safety inspection team checked, they clearly urge responsible persons in every department to put safety to the first place, construct a firm awareness of security, overcome carelessness, and sustain investigation for none security risks by self-examination and rectification to nip safety hazards in the bud. Throughout the inspection process, the safety inspection team members always adhere to combination of inspection and rectification and stick to rectify while inspecting –inspection spurs rectification, to ensure everyone lay the safety work in their shoulders and realize it indeed.

    There were totally 21 problems found, which had been issued to relevant departments supposed to take charge by Production & Operation Department. Production & Operations Department indicated that to those parts which could be rectified immediately, responsible departments should solve it right away; if not, responsible departments should specify a time and appoint people to rectify at last. Before that the assigned people would trace the rectifying work until it was settled to leave every security hazard reformed adequately. However, if there were some security hazards could not get wiped out before the two important festivals, responsible departments could postpone rectification but should take precise inspection measures to create a safe producing process during the "two important festivals". Nevertheless, if those rectifications failed to be committed right, Production & Operation Department were to take responsibility in accordance with the assessment requirements strictly.

    Production & Operations Department pointed out that all departments should hold a policy of "safety first, prevention first, comprehensive treatment”. With the help of "safe production inspections" before the Spring Festival, we got an opportunity to advocate security education, create a safe atmosphere and improve employees’ safety awareness. Strict compliance with safety procedures is necessary, and everyone ought to agree with security and everything is about security. Security only can be earned by taking practical actions like increasing the strength and frequency of self-examination, checking internal safety rigorously, conducting safety work in all anywhere. Anyway our final target is to nip safety hazards in the bud, ensure our company runs in a steadily safe situation especially during the" two important festivals" so that all employees have a happy, peaceful and safe holiday.
